Letting the Sith just grow unchecked is inevitably going to have them turn on each other at some point but I'd argue it's a necessary part of the Sith life cycle. The massive pool of Sith will eventually be whittled down to one powerful Sith lord, while the rule of two could lead to the Sith declining over time. Also semi-related but Darth Sidious was stupid to conceal himself as a Sith. He should have revealed himself as one (even if not to the masses) so that the military would be strengthened through a Sith cult. Good way to bolster battlefield morale is have Sith warriors on the field and fighting alongside the standard troops. Look at it from a stormtrooper's point of view - the enemy may be decently armed rebels but you've got fucking space wizards running alongside you. Doesn't matter that in the grand scheme of things said space wizards aren't very powerful at all on the Sith scale because they are still obviously more powerful than your average human.

Darth Bane believed in culling, deception and hiding. The path of a coward. Darth Sidious was closer to Krayt's ideal but ultimately seemed to unsure of whether he could truly handle the legions of sith for a new era, hence why he only kept around weaker dark side adepts and a crippled apprentice at his side, and Luke's role during Dark Apprentice being no more than a ruse. Krayt held no such fears and would've succeeded as a proper new Sith Emperor if not for the Jedi.
