On the rehabilitation route for criminals, it goes without saying that it only applies to those who are considered to be people.
The idea is that the only important thing insofar as the penal system goes is whether or not it reduces the number of times the laws are broken, especially when it comes to serious violations of the more important NAP laws.
Speaking of, when it comes to the sodomites my idea is that instead of executing or imprisoning them, which would drive them into hiding and allow them to subvert the culture from the underground, we'd send them to a penal colony where they could have full autonomy and sovereignty and take all property or belongings they possess with them, and the law would be that any straight white male human who is caught doing any act of a romantic or sexual nature with another male creature of any race or species would be banished and exiled to a penal colony where they would be forbidden under penalty of death from ever returning, however the colony would be so nice that faggots would turn themselves in to he sent there. This would be the most effective way of ridding our eutopia of their corrupting influence, to make sure they stay loyal and to reduce their numbers, we might make them into a military force we could deploy upon our empire's enemies.
The second type of tax: in addition to the LVT of Georgism, I'd also have a secondary tax of x amount of $ collected at regular intervals from every person in the empire.
The empire's expansion: none but those of the white race may be permitted to set foot in the borders of the empire and live, all shitskins and jews would be put to death immediately upon their entry into the boundaries of the empire.
The empire would expand by sending out every son of an even number in their birth order within their families to go into the next land that exists just outside of the imperial borders, to take up residency within that land with the goal of seizing as much power over it as they could, and have as many biological children by the females of that land as they possibly could, thus aiding the empire to eventually change its demographics so much that it would easily be assimilated into the empire after a sufficient number of generations. Additionally the families in this other land would be instructed to send every son of an even birth number into the next land over from that land, which is not toward the empire, thus causing the slow and mostly peaceful conquest by gradual genetic and demographic change to spread out and expand the empire across the whole world. Yes my strategy for global conquest is organized bleaching. The sons of an odd number in the birth order would instead be made to remain in the land they were born and make as many children by as many females as they could. They would be the home team to their even number born brothers away team.
If any land's people's leaders refuses to cooperate with this process the military would exist to force them to comply, or just invade and butcher everyone to simply take the land for the empire and it's people to move on in.

I'd like it if Elections are held in the following way: voters are handed a ballot with a list of rankings on it; they decide which rank each candidate in the election holds, if they choose to assign a rank to then at all, which mean they can choose not to rank any candidates they don't want to, and multiple candidates can be given the same ranking on the same ballot by the same voter; after this is done all the ballots are collected, and the number of times each candidate was given the top ranking is counted up, after this is done the candidate who got the least number of ballots assigning them to the top ranking slot are eliminated from the race, and their name is removed from every ballot, on any ballot where this results in a gap between the ranked candidates the candidates in the ranking slots below the empty ones are moved up a rank to fill the empty spaces, and then the counting process is repeated, and this continues until only one candidate remains, who is declared the winner of the election.
Satisfies arrows theorem and gives a Condorcet victor.
Please note that everything written here is a work in progress that I'm still debating with myself. I am not absolutely convinced of any of it and still optimizing the design, bit everything written is chosen bickers of practical reasoning, not any other motivation.
